“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.”


“The aim of the proposed feasibility study is to evaluate the feasibility and acceptability of a post-coital male genital hygiene procedure, which participants will be asked to practice immediately post-coitus or at least 12 hours after,” reads the abstract.

Altogether, ObamaCare cuts $818 billion from Medicare Part A (hospital insurance) from 2014-2023 -- the first 10 years of its full implementation -- and $3.2 trillion over the first 20 years, 2014-2033. Adding in ObamaCare cuts for Medicare Part B (physician fees and other services) brings the total cut to $1.05 trillion over the first 10 years and $4.95 trillion over the first 20 years, say Peter Ferrara, director of entitlement and budget policy at the Institute for Policy Innovation, and Larry Hunter, president of the Social Security Institute.

These draconian cuts in Medicare payments to doctors, hospitals and other health care providers were the basis for the Congressional Budget Office's (CBO) official score that the health reform legislation would actually reduce the federal deficit. But Mr. Obama never disclosed how that deficit reduction would be achieved, say Ferrara and Hunter.

There will be additional cuts under ObamaCare to Medicare Advantage, the private option to Medicare that close to one-fourth of all seniors has chosen for their coverage.

It is estimated that 50 percent of all seniors with Medicare Advantage will lose their plan because of these cuts.

Mr. Obama's pledge that "if you like your health plan, you will be able to keep it" clearly does not apply to America's seniors, say Ferrara and Hunter.

Staff Sergeant Kendrick Manuel swung his rifle over his shoulder and grumbled about being viewed as a "non-combat" soldier in Iraq.

"When NBC talked about the last combat troops are gone, they made it sound like everything is basically over," he said, after escorting a 19-truck convoy through a part of northern Iraq where roadside bombs and mortar attacks are still a danger.

"To us it was like a slap in the face, because we are still here ... we are still going in harm's way every time we leave out of the gate," Manuel said at a U.S. military base, Camp Speicher, near Saddam Hussein's home town of Tikrit.

The Obama administration hopes a federal judge in Florida will toss a lawsuit by that state and 19 others claiming the president's health care overhaul is unconstitutional.

U.S. District Judge Roger Vinson will hold a hearing in the case Tuesday morning in Pensacola.

The states and the government disagree over sections of the law that will require people to have health insurance or face tax penalties. They also disagree over whether states should pay additional Medicaid costs not covered by the federal government.

The lawsuit is likely to wind up before the U.S. Supreme Court.

The report, Assessing the Terrorist Threat, was written by terrorism expert Bruce Hoffman and veteran journalist Peter Bergen and published by the Bipartisan Policy Center’s National Security Preparedness Group, which is headed by 9/11 Commission Chairman Thomas Kean and Vice Chairman Lee Hamilton.
